Haha! The movie you're talking about is "Madness Combat" by Krinkels. The Movie was so popular, many other animators adopted the style, and now, it's a pretty celebrated series on newgrounds. We even have a 'holiday' called madness day, which takes place on September 22nd, (which was when this movie was submitted). I hope that clears things up :)
